Job Description
This is a Programme Officer (JLMP – ECOWAS) position at the P‑2 professional grade, based in Abuja. You will support the Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) – a long‑term partnership between the AU, ILO, IOM and GIZ. You will work under the administrative supervision of IOM Nigeria and the technical supervision of the JLMP Programme Coordinator at the African Union Commission in Addis Ababa.
Your focus will be on labour migration and mobility within the ECOWAS region. You will provide technical support, coordinate JLMP activities, strengthen partnerships with ECOWAS and member states, and contribute to policy analysis, monitoring and reporting. This is a policy‑oriented, multi‑stakeholder role that requires both strategic thinking and hands‑on project coordination.
Key responsibilities include:
- Providing technical support on labour migration advocacy to IOM country offices in the region
- Streamlining JLMP activities in the ECOWAS region in close coordination with the ECOWAS Secretariat
- Supporting the ECOWAS Commission in analysing and formulating responses to labour mobility challenges
- Participating in expert meetings and consultative forums to raise awareness of the JLMP
- Contributing to communication, report writing and resource mobilization on labour migration issues
- Assisting in the operationalization of the ECOWAS Migration Policy Framework at regional and national levels
- Strengthening linkages between JLMP and other thematic areas within ECOWAS and its development partners
- Maintaining working relationships with key labour migration policy interlocutors
- Contributing to labour migration policy analysis, M&E, and progress reporting
- Providing assistance to decision makers at ECOWAS and member state levels for adoption of JLMP activities
- Enhancing coordination between ECOWAS, AUC, JLMP partners and other labour migration actors
- Supporting the Labour Migration and Social Protection Working Groups and the Migration Dialogue for Western Africa
- Monitoring programme implementation, collecting data, updating indicators and drafting progress notes
Requirements
Education:
- Master’s degree in Development Economics, Political Science, Business Administration, Project Management, Public Administration/Management, or related field plus 2 years of relevant professional experience
- OR University degree (Bachelor’s) in the same fields plus 4 years of relevant professional experience
Experience:
- Proven knowledge and experience in project management, implementation, monitoring, evaluation and reporting
- Experience in budget formulation, financial management and administration
- Experience developing and maintaining partnerships with governments, UN agencies, donors and NGOs
- Experience working with Regional Economic Communities (RECs) – especially ECOWAS – and with IOM, ECA, ILO, EU on labour, employment, social protection, labour migration and labour market information systems
- Working experience with continental and regional social partners (Business Africa, OATUU, ITUC Africa)
- Experience in M&E, follow‑up on employment, labour and social protection policy frameworks
Skills:
- Ability to perform conceptual analyses in the field of labour migration
- Ability to work in a multicultural environment
- Proven ability to establish and maintain strong working relations with government and non‑government counterparts
- Familiarity with labour migration policy and legal frameworks in Africa
- Familiarity with the AU‑ILO‑IOM‑ECA Joint Labour Migration Programme (JLMP)
- Capacity to provide technical support on labour, employment and labour market information systems
